Cash Assistance Program for Immigrants (CAPI)

CAPI is a program that provides cash assistance to aged, blind or disabled non-citizens who have been denied Supplemental Security Income/State Supplemental Payment (SSI/SSP) solely due to their immigration status. The program provides monthly cash assistance to help pay for living expenses such as rent and utilities.

Who May Be Eligible

  • Be a non-citizen and meet the immigration status criteria in effect for SSI/SSP as of 8/21/96.
  • Be age 65 or over, blind or disabled.
  • Be ineligible for SSI/SSP solely due to your immigration status. (This means you must either apply for SSI/SSP and have a notice of denial based on their immigration status, or submit other proof of ineligibility from the Social Security Administration.)
  • Be a California resident.
  • Have income less than the CAPI payment standards.
  • Have resources below the allowable limits of $2,000 for an individual or $3,000 for a couple.  

Eligibility for benefits depends on a number of factors, including marital status, living arrangement, and income.  

The CAPI application is not currently available on BenefitsCal. Therefore, you must apply in person, by telephone, or mail. 

You may print and fill out the Application for CAPI or you may call us and ask us to mail you an application. Once completed, you may mail or fax to us.
